Ohio propane retailers approved the referendum to establish the funding mechanism for the Ohio Propane Council created in statute in 2019. All odorized propane sold to the state of Ohio is subject to the assessment. The initial assessment will be at the rate of 2/10 of 1 cent per gallon ($0.002) upon odorized propane sold and placed into commerce in the state of Ohio. Wholesale distributors began collecting the assessments from Ohio propane retailers on January 1, 2022.
Assessment fees will be collected at the propane wholesaler level on Ohio propane retailers. The wholesaler that makes the sale to the Ohio retailer is the wholesaler responsible for the collection and remittance of the assessment. The wholesale distributor will then remit the assessments to the Ohio Propane Council. Assessments are paid to the Ohio Propane Council on a quarterly basis. Ohio consumers will not see and should not see the assessment on their residential propane delivery bills or on receipts at a retail level.
